There is a hard floor on how small a barcode can print and still scan, and it is not about the overall size of the label - it is about the smallest unit inside the symbol. Every linear barcode is built from one repeated building block: the narrow bar, also called the module or X-dimension. Get that one measurement right and the code scans; let it fall too small and no amount of label area will save it. The floor depends on your print resolution, so it is worth reading this alongside 203 vs 300 dpi.

The math of the smallest bar

For a scanner to resolve the narrow bar, the printer has to lay it down on at least 2 whole dots; 3 dots is comfortable and prints more sharply. Since one dot measures 25.4 / dpi millimetres, the minimum module width is 2 x 25.4 / dpi. At 203 dpi that works out to a minimum module of 0.25 mm and a comfortable module of 0.38 mm. At 300 dpi the minimum module drops to 0.17 mm - more dots per millimetre means more room on a small label, which is exactly why a denser printer buys you a tighter code.

The trap: squeezing a Code 128

A 12-character Code 128 - a typical SKU - spans 187 modules once you count its quiet zones. To keep every one of those modules at or above the 0.25 mm floor at 203 dpi, the symbol needs at least 46.8 mm of width. Here is where stores get caught: drop that same Code 128 into a 40 mm-wide box and each module is only 40 / 187 = 0.21 mm - under the floor - so it prints crisp, looks fine, and will not scan. You have three ways out:

When a linear code will not fit: go 2D

A linear barcode only grows in one direction, so a long value on a small label eventually runs out of width no matter what. A 2D code - QR or Data Matrix - stacks its data in two dimensions, so it carries the same content in a fraction of the footprint. When the math above says a linear code cannot clear the floor in the space you have, a 2D symbol is not a compromise - it is the correct tool.
